As a member of IFLA/ FAIFE, Ms. Garcia-Febo has presented workshops and strategized library initiatives in Argentina, Brazil, Canada, Colombia, Costa Rica, Finland, France, Italy, Jamaica, Japan, Mexico, The Netherlands, Norway, Philippines, Peru, Sweden, South Korea and South Africa. She co-developed a day conference about access to public health for attendees of a Connecticut/New York FAIFE workshop coming from nine countries.  Monitored logistics of the event for participants from regions including Africa, Latin America and Asia. As a member of IFLA/FAIFE, coordinated and taught an IFLA/UNESCO Internet Manifesto Guidelines workshop presented in Jamaica in partnership with ACURIL for librarians from 10 Islands in the Caribbean.
